Hello. Some more information could be helpful —-what is the problem with your towel bar bar is it broken need to be glued or a reinstalled or is it another situation?
Set screw would not stay tight, used Locktite on it. Also, turned bracket upside down and backed those screws with small washers. Shouldn't come off wall now.

A photograph orsome more detail might be helpful.
Did it fall off the wall? If so you might have to patch the drywall holes first and then reinstall it.
