If you have a nice old heavy tub, consider having one of the companies drop the new tub (cover). I did this to mine about 12 years ago and it turned out to be an excellent choice.
On a budget - paint the walls, add new lighting and mirror(s), replace faucets and shower curtain (if there is one). If there is a wooden cabinet for sink - paint it. A little paint goes such a long way!
My hall bathroom is small and is tiled with white ceramic tile. I hate the the white tile. Can I put down, anything besides carpet, on top of this tile
