on a wooden table, use wood glue. if the legs are metal..maybe a gorilla glue. if you glue the legs into a certain position, the table may be awkward to move if you cant remove the legs for transport.
Wooden table? Wood glue. E6000 works for most projects.
Wood glue for wooden legs. Two part epoxy for metal.
I would use construction adhesive. You can get it at HD or Lowes.
If the legs are made of wood, use wood glue. All other material could be secured with E6000 or Gorilla Glue. Just be sure to use a level when doing this job. Most adhesives don't give a "second chance" after it drys.

I used Gorilla Glue when my husband broke one of the legs off our hamper. That was over 9 years ago and still holding.
