You can put it on top of the ground, but it may cause a tripping hazard. Also you will need some kind of border to hold it in place.
Yes you can if you level the sand/ blocks. Just be aware it would be taller than the surrounding ground.
You can do it that way.... but if the ground is very uneven... it will be hard to get the bricks, pavers or patio stones to stay level with out a border to keep them from moving.... gravel is not a good medium for leveling...and it would be like setting a stepping stone on marbles... they would move all the time... decomposed granite works well and can be tamped into a more stable surface use the patio pave edging that stakes down (see pics), we used long metal nail (10 inch) from the fasteners dept. at Lowe's.... then build up the dirt around the edges to give a non tripping transition

And please don’t forget to use a layer of heavy landscape fabric so water can go through but weeds can’t.
Definitely remember the weed block! Gravel may be harder to get level. I did one with sand stone, it is work! But I loved it..I sprinkled cement on it and brushed into crevices than watered lightly to help keep from shifting.
