Hi Julie, you could use concrete patio stones - slabs. They come in different sizes. Preparing the ground is the first step so that you have a good base for the slabs. I'm sure others will have more ideas.

If you are handy, Concrete and concrete molds.
If you are not handy, crushed brick or pebble stones.
As long as you level the pebble stones, you will do okay.
