Try a powdered cleanser called Bar Keepers Friend. Wet the stone, sprinkle on the cleanser, then let sit for a little bit. Scrub with a brush, then rinse. It should do the trick!

I am a chemical free home. I would try a paste of baking soda with vinegar and a few drops of lemon essential oil. It removed the rust from my bathtub. Let it sit for a bit and scrub with a toothbrush in a small circular motion.
Pour bleach on it before you go to bed and it’ll look like new in the morning.
Lemon Koolaid is citric acid, it will remove the rust. You could a stiff wire brush to remove any rust from the iron work and then repaint with Rustoleum.
Rustoleum makes an excellent rust remover. But I would lightly sand, prime and use Rustoelum spray paint or brush on kind on the bottom railing to stop the rust from forming.
