Use cider block screws.
Why are you looking to attach the fencing to the block wall? Consider this.... the space between the block wall and the fencing will just be a place to collect spiders and leaves and similar trash.... Why not take the money you would spend on the fencing... and paint or stencil the wall... or use it to put stucco or another finish on the block wall if what you want to do is change the appearence
