Is this for decorative purposes? If so , I would use landscape blocks instead. Cinderblocks would need a lot of work to add curb appeal.
Why not both!
If your driveway is long or even just something you want to highlight, use the cinder block to build a guide wall. Then paint it to match the house. Inside the blocks put small pot of quick set concrete with the bottom of the of the lights. Make sure they stay up enough to see. When the concrete drys you have a spot to add the light that people can see. If you do every other hole you could put a plant in the vacant one each year. A lovely driveway all year!
