A compound mitre saw is best but you can buy mitre boxes for hand saws if budget is an issue, but compound mitre saws come in handy allot once you have them.
A miter saw will help with your cuts. Then you will need a hammer, nails and a nail punch. Hammer the nail in most of the way and use the nail punch to hammer it in the rest of the way so you don't ding the wood. Good luck with your project.

you could also pre-drill the holes for the nails.
A saw to cut the quarter round to the correct lengths and then small finish nails and hammer to adhere the round to the floor and/or wall. Then you can use a chisel or counter sink tool to hammer then nails further in below the wood surface, then use wood filler to fill in the small nail holes and then paint.
I have seen it caulked in place or with a nail gun (the holes were then filled with paintable filler)
