The heating elements in the bottom of most ovens are not fixed and easily lift up to clean underneath. If the tin foil is stuck with baked food residue, use an oven cleaner to loosen the mess then peal or scrap the tin foil up.

The foil should only be used for a temporary spill catcher and placed on the lower shelf. There are some products that are designed to stay on the bottom of the oven. I believe they are Teflon coated and can stay in oven forever. To remove foil, I would use a wooden spatula or something that won't damage surface. You may need to score holes in the foil, spray on oven cleaner, let soak in, and then try to scrape it off. Good luck and then buy oven liners designed for the job.
