HI Stephanie. I take my racks out and spray them with vinegar. Then I leave them out on the grass overnight. The next morning i lightly scrub them with dish soap and water and they easily come clean. Last rinse. For the oven I make a paste of vinegar and baking soda. Then give it a good scrub. Before i do this I use a butter knife to get as baked on stuff off and vacuum up. Good Luck!
Try a magic eraser they work great on metal! Or I like to use a homemade mixture of baking soda, hydrogen peroxide and dish soap. If you have lots of baked on food you may want to place a pan of boiling water in the stove and close the door for a few minutes so the steam can loosen things up.

I have a self cleaning oven so I can only speak of oven rack cleaning.
I just research this myself, most manufacturers firmly state not leave racks in self cleaning oven during the cleaning cycle.
They need to be cleaned independently. It seems to be the best solution is to soak overnight in ammonia and these links below describe the process. Im consider using plastic bin that is sized for my racks rather than a plastic bag.
Other options do suggest using oven cleaner in a trash bag here as well as another solution.

Turn the oven onto 200 degrees, when it reaches that temp turn it off, add a bowl of ammonia, shut the door and keep it shut until the next morning. Then wipe clean, it is the fumes that do the work.
For standard cleaning, use a soapy sponge and hot water to wipe the racks. For stubborn messes, soak oven racks in hot water, dish soap, and a couple scoops of baking soda. Let the racks soak in this mixture for 15 to 30 minutes before scrubbing clean with a soft sponge.
I've used a plastic garbage bag, placed the racks in them, poured in a bit of ammonia and let them sit over night. Cleaned them right up with minimal effort.
