Good Morning Leslie :) If we are talking about a rusty tool or something small enough to be soaked with a slight covering of WHITE vinegar (whether in a cup, a sink, a bucket, etc) that is what you would want to do for a few hours. The vinegar has a chemical reaction to the rust and will turn it slimy or pasty and you will be able to take a damp rag and wipe it off. If all the rust isn't off to your satisfaction, soak it again.
If the piece is not able to be soaked by submersion then wipe it down well with vinegar (pour it on if need be, but get it wet with the vinegar), let it set for a few hours, and wipe off.. Repeat if necessary. Don't forget that once you are satisfied with the result, put a thin coat of protectant over it to prevent it from becoming rusted again. I remember seeing my Dad use this method (and sometimes having to use some steel wool to finish it off and shine it up a bit). I am posting a video here so you can see what type of result to expect. Good luck with your project and thank you for asking Hometalk for help :)

Sprinkle salt over the rusted area so that it is thoroughly coated and then juice a lime over the top. Use as much juice as you can get, and allow the mixture to set for 2-3 hours before scrubbing off. Use the rind from the lime to scrub the mixture off. It is strong enough to remove the rust without further damaging the metal. A lemon can also be used instead of a lime.

A commercial rust remover such as Rustoleum Rust Remover works great.

Brillo pads with a lot of elbow grease works.

If it's pitted, and you can't get the pits out, you will have to seal it somehow. Painted with a clear polyurethane works.
