Have you tried a magic eraser? Generic ones are available at DollarTree Stores. Use it dry and it will probably remove the stains if you wipe it over the spots several times. If not, use baking soda on a soft slightly moist cotton cloth. The baking soda is slightly abrasive so will remove the layer of rust. Rinse well. Hope this helps and works well for you.
I have the same problem. The rust will not come off after many attempts. I am going to sand the problem areas and repaint with appliance paint.
Combine two parts borax with one part lemon juice to form a paste. Rub the paste over any rust spots on therefrigerator and allow it to dry. Wipe it off with a damp cloth to remove light rust stains.

I use a bit of fine 0000 steel wool, and then use Rustoleum Appliance Spray Paint.
Clean the door with bleach.
