You can use full strength white vinegar on a scouring pad. Or if that does not remove it completly use ammonia. But vinegar has always worked on most rust issues.
I'm assuming you mean bathtub. I use Bar Keeper's Friend (a powdered cleanser) to scour my tub. It works well on dirt and stains, including rust. I have also had good results with the spray cleaner CLR removing rust stains.
