Absolutely! We used the foil talked about here but there are other options in this article too. https://www.familyhandyman.com/article/how-to-clean-rust-from-chrome-bathroom-fittings-3-surprising-solutions/
Don't know how extensive the rust is but crumple up a piece of clean foil and run it over the light fixture that will remove a lot of rust.

This is just for general bathroom use, but might be helpful. https://www.simplicityinthesouth.com/tips-cleaning-rust-off-chrome-bathroom-fixture/
I would try the foil trick too!
REMOVE THE HOUSE FUSE OR SHUT OFF THE BREAKER FOR THE BATHROOM FIXTURE. BEFORE CLEANING. PLEASE CONSIDER
REMOVING THE FIXTURE TO REMOVE RUST, CLEAN UP ETC.
IF YOU WANT TO CLEAN AND POLISH FIXTURE IN PLACE, YOU MAY HAVE TO USE A FLOOR LAMP CONNECTED TO ANOTHER
OUTLET, TO LET YOU HAVE ENOUGH LIGHT TO DO YOUR WORK.
IF CHROME PLATED, MAKE A BALL OF FOIL AND RUB THE BALL ON THE RUST SPOTS. IF IT WORKS, YOU MIGHT LIKE TO USE A BIT OF FLOOR OR CAR WAX TO POLISH FIXTURE.
IF FIXTURE IS PAINTED, YOU MAY WISH TO USE FINE SANDPAPER
ON RUST AND ALL PAINTED SURFACES. NOW YOU CAN CHOOSE
TO SPRAY ON A NICE COLOUR USING RUST PROFING PAINT.
BE WELL - LOVE ALL - JIM
You can try "sanding" off with fine steel wool but it will most likely leave marks. You might want to take it down, sand, and paint with high temperature spray paint.
Hi Mary, it sure is, you can paint it, try some steel wool to remove the rust, I would opt for painting it as the rust will seep back unless you are able to clear coat it, I used rustoleum aluminum color and my fixture looks like a new one, I used an artist brush and painted it right in place, just make sure it is clean and dry before you start, and mask off the wall and any other areas to keep the paint off. Here is a link with some metallic paint colors, hope it helps you out,

Hi Mary
Use a soft cloth sprayed with WD 40 Rub it on let it rest then rub it off again to see rust removed. /repeat as necessary!
Foil wad and WD40 form me too.
Eventually, the rust will win. Then you can spray paint it with the Rust Inhibiting Rustoleum.
Try cleaning with WD - 40.
