I have always had good luck with saturating the area with vinegar and letting it dry. Try starting with the vinegar when the rug is dry and see it that works. Use straight vinegar, not diluted.

I would douse it with an enzyme cleaner made for removing pet urine. I like the tablets you mix with water as its fresher and stronger in removing bad odors, there are lots of these on the market, but why pay for water and they don't work as well. Try soaking it in an oxygenated cleaning solution (OxyClean or Awesome Orange) for a few hours, rinse, then hang outside and let it dry in the sun.
