Have you tried natures miracle? It’s the only thing that has worked on stubborn pet odors for me.
Have it professionally cleaned. Most companies offer guarantees to get smells, especially smoke and pet smells out of furniture
Because the urine (pet or maybe human?) that has seeped inside the cushions and probably into the frame, I don't think you will ever get rid of the odor---or feel like that sofa is anywhere near clean. Shop for another used sofa (and be sure you can pre-inspect what you are buying), or try to purchase a new sofa. Good luck!
It won’t hurt to buy a bottle of Nature’s Miracle- live enzymes that eat urine, feces, vomit, blood.
You will have to saturate the cushion because yes, it is inside the foam.
It will need to stay wet for at least 48 hours, for the enzymes to eat the problem. If it dries out they die.
You might try OdoBan, it has work well for me. But as Baxter said if it has soaked the cushions that can be a problem.
