It depends on the previous finish on the furniture but I've always found a 50/50 mix of vinegar and water is a good place to start!
They sell a schlew of products but I've found simple hot sudsy water mixed w/dishsoap ( Dawn ) does the trick. Be sure to dry it thoroughly! The greasy residue from previous furniture polish is what you're trying to remove so that the new paint adheres properly.
USE TSP
TSP is good, I used it on some old dining room chairs that I purchased and didn't know what had been used on them. Only fall back is you have to rinse them well. I have also used Cottage Paint Furniture Clean and Prep. It really cleans the grime from furniture and there is no rinsing required.
I typically just use some soap and water or if they are very dirty, I will use some sort of cleaner like method or mrs meyers. I always make sure that the piece is really wiped down with no soap or cleaner residue. Also, be sure the piece is dry before starting to paint!
