I refinish some chippy rusted wrought iron railings by using a wire brush attachment to smooth out and remove rust and loose paint on a cordless drill and Rustoleum products to prime and repaint.

Sand the rust off,clean and spray paint with Rustoleums 2X for metal.If going outside seal with a UV clear waterproof sealer.
If it small scrub down with steel wool pads. Sand. Then prime and paint.
If it is a very nice plant stand or one you value highly, you can have an auto paint place sand blast the rust off.
