What material is the recliner? If its fabric you can make a mix of oxyclean and warm water and scrub it. If its leather get a leather cleaner
If the head rest is removable try using a mix of hydrogen peroxide & alcohol. If it isn't removable, put the mix in a spray bottle and spray the area well while rubbing with an old wash cloth.
