What is the best way to remove rust from a stainless steel patio table

The table should not rust but I think the stainless steel is a thin layer. It is a bistro table like you see at many outside restaurant eating areas.

A rust like surface surely will appear on stainless if it has been sanded with regular grit sand paper,so maybe under other circumstances as well.I used to build stainless water tanks for the railroad, drinking water grade tanks, and where we had to sand off weld spatter of the stainless welds the metal would appear to rust. Now, it may not have actually have been carbon burning metal rust as in steel rust but it sure looked like it.Our solution was to got stainless wire brush cups for our small grinders to clean the welds.Any welding supply store can sell you with these brushes.
