Try making a paste with cream of tartar and lemon juice
If you just want to clean them, the best thing I have used is a magic eraser. They also make refinishing kits. Here is a link to one at the home depot- http://www.homedepot.com/p/Rust-Oleum-Specialty-1-qt-White-Tub-and-Tile-Refinishing-Kit-7860519/202246270. It is around $35.
Avoid heavily acidic cleansers like vinegar. Try liquid dishwashing soap, ammonia, baking soda, lemon oil, table salt, lemon in that order. If it is still not up to snuff, you can use an epoxy paint made for porcelain tubs to refinish them.
