I've heard that lemon juice works. Is it real silver of stainless steel? If real silver, then there is a silver cleaner available. Others may know home made solutions.
Silver polish.
Place a large shallow pan on the stove top and add water with a little baking soda and heat it up. Place a piece of aluminum foil in the bottom of the pan and and add the silverware. Make sure the water covers the silverware. Gently heat until the silverware is shining. This process will take the tarnish (mostly sulfates) off the silverware and deposit it on the aluminum foil. This process is somewhat like electrolysis and does not remove the patina of the old silverware. I recently used his method to clean some family heirloom silver and it looks great. As far as I know, this process does not remove any of the silver or silver plate from the items.
Note: If you have a lot of silverware, you may have to change out the aluminum foil--it becomes quite discolored with the brownish aluminum sulfate that forms during the process.
