If it's not fiberglass, use Soft Scrub.

A 50/50 combo of vinegar and dawn detergent. Put into a spray bottle, spray it on, let it sit an hour, scrub and rinse.
After the scum is removed, keep it off by wiping walls and tub down with an old dry towel after each shower/bath. We have done this for years and kept the walls and tub looking wonderful with no buildup. It then only requires a general cleaning periodically with something like Scrubbing Bubbles multipurpose cleaner.
