If you mean the adhesive is stuck, try soaking it with cheap cooking oil and letting it sit. Not sure how long it would take since I have never done it. I HAVE used cooking oil to remove adhesive from jars and assume (ugly word!) it would work on windows too. Try it on one anyway. And good luck with your problem.
In the past, I have used a scraper.
Use some isopropyl alcohol and a straight edge razor gently To get the glue residue off. If the whole piece of tape is still on there you can also try a blow dryer to warm the tape and gently pull it off .

Hello Cori! I have had great success getting rid of sticky residue from glass using equal parts of white vinegar and blue Dawn dish detergent. Score the tape with a box cutter. Combine the vinegar and Dawn in a spray bottle. Apply to tape residue and allow to penetrate for 5 or so minutes. Scrape off tape. Apply more of the mixture and scrube off. Repeat as necessary.
