From a person who grew up with a smoker, this is a familiar question. You can wash walls and remove the nicotine stains. Unfortunately, you cannot adequately clean a popcorn ceiling. Two things you can do...Put up a new, clean ceiling or you can repaint the ceiling with a spray paint system. I would first paint the ceiling with Kilz. It kills stains and keeps them from coming through your paint. After the Kilz dries...give it at least a day to dry, spray paint with your preferred new color. Your decision to give it two coats. Remember to tape off any trim that you don't want to be painted. You should be able to get a paint spray system at an place that rents tools and stuff.
Popcorn ceiling CAN be painted... carefully. The key is to not letting the texture get too wet (then it falls off) REMEMBER: when the texture gets wet it comes off.. that is how you take it off, wet it down and scrape it off.
You can spray it, like with an airless sprayer or you can roll it.
IF you spray it... use very light coats and alternate the direction to cover missed areas. First coat north to south,let it dry COMPLETELY, second coat east to west. Repeat as needed
IF you roll it, don't load the roller too full and ROLL ONLY IN ONE DIRECTION.. do NOT roll back and forth...like you do on a wall, you will pull the texture off and then you will have to scrape the whole thing and prime and paint it. Roll one direction (say north to south)trying not to overlap your "rows" too much, let dry completely and roll the next set of "rows" from east to west, repeat until covered letting dry between coats.
You might want to use one of the KILZ paints... one that neutralizes odors and stains
I dont know if you can get rid of the stains but pocorn can easily be removed with a little water and scrapping. Usually what's left is fine, it can be painted or covered, my husband knocked it down in our house.
