if the surface is smooth, and you have a steady hand, use a flat single razor blade in one of those retractable holders.
Put on your HazMat suit and use Heavy Duty Easy Off. It works wonders!
I have had good luck with CLR and scrubbing.
White vinegar is good at cutting through scum, a squeegee is good for leaving a streak free clean look.
