What is this blue powder coming from around baseboards in my kitchen?



I have a blue powder coming out from baseboards in kitchen. This kitchen has a laminate hard wood floor. What could this be? Help!

It looks like someone dropped their chalkline powder and just installed the floor over it. Does the floor float up and down a little? That could be moving air under the floor that is blowing the powder out at the edge. I would just vacuum it up until it eventually stops blowing out.
