You could try one scoop of OxiClean to a gallon of hot water. Spray the area and surrounding area with the hose apply a freshly mixed batch of oxy clean solution let it set for 15 minutes gently agitate with a brush or sponge. Follow up with a good rinsing of water. You can repeat the process again if needed. Unless the siding is brand new. This will really clean it.
