Have you tried a product called CLR? I’ve had success on some surfaces by spraying this and a lot of scrubbing. It takes several times and I’m not sure if it’ll work on PVC. Good luck.

You can buy PVC Paint but you would have to paint the whole fence so that it was uniform.A good DIY store would sell it.

CLR worked on our vinyl siding where the irrigation caused rust. Also, have you tried Mr. Clean magic eraser?
I would try the magic eraser.
