How do you remove hard water build up from an in-ground pool fountain?
It is very thick. Vinegar and baking sodas does not work. Lime away does not even touch it. Any suggestions?

Try disc clean a brick work cleaner Iam from the UK but all brick layers will use it.it is water solvable but where gloves.PPE etc
CLR and scraper/razor blade/wire brush or stiff toilet bowl brush rinse really well multiple times. add vinegar it is water softener but if you have plants or fish won't work, use filtered water it'll help reduce mineral build up.
