My question as I watched these grandparents was always, "Why are you sweeping your yards, and why is there no grass around your house?" We have grass around ours.
It is not cost effective to spray paint a clothes line. Most of the paint will be wasted before it adheres to the metal. Besides, the abrasion caused by the pullies will soon wear off the new paint.
The best solution is to replace the old rusted line with a new one.
Rustoleum products are made to cover rusted areas. Use the primer then the paint, get any loose pieces of rust off b/4 you paint. Some rust is needed for the paint to work right
