You need a sand block or sand paper to rub it off. The Sand Block is the easiest. You just hold it and rub off the sap. Easy and effective. It is also good to wipe them off and oil with WD 40 or pruner oil after cleaning them. Good pruners will last a life time if cared for properly so it is good you want to get the sap off.

Goo gone or peanut butter. The oil in peanut butter dissolves the gluey sap. Rub the peanut butter on the garden tools and rinse with lukewarm water.
Try pure 100% acetone.
