Hi Tom. I put vinegar on a old rag or paper towel and let it sit on top of the it for 20 minutes. I then use a old tooth brush and scrub the area. Repeat if necessary. Then I wipe down with a damp paper towel to get the vinegar off.

You don't mention what kind of countertop. If not marble or granite soak some paper towels with vinegar and wrap them around the base of the faucet. Let it set for a while. Wipe and rinse. If it is marble or granite make a paste of baking soda and water. Place it around the faucet base and let it dry. Brush/wipe it off.

Full strength vinegar. Soak a rag and wrap around faucet. Let soak several hours. The vinegar should dissolve the buildup.

What you are talking about is in a hard to reach place. I'd actually recommend giving ketchup a try. It's not apples to apples, but checkout how I used ketchup to clean a dehumidifier.
Since it's a paste, ketchup is easier to work with in some areas.
