Use spray starch. Or whip some cornstarch with water with a whisk or beater. Or whip up Ivory Snow flake detergent the same way. Or buy a can of spray snow. With any of these, whip nearly dry. Try a test on your styrofoam to make sure it will stick. Then put on one coat and let it dry. Then put on another coat to build up the texture. You may have to do 1/2, dry, then the other half. Use a capless bottle or small plastic disposable cup to rest the balls or ornaments on while they dry. Have fun 😇
I use white glue and Epsom salts. Enjoy🎄
