Is there a roof type structure? There are great little hooks that you can apply to help hold up the lights.
I use little screw in hooks and hang my lights in them. They blend in with my porch so you can't see them during the rest of the year. If you don't want to use something permanent, then you can use the 3M hooks that are temporary or wrap velro around the lights and the railing to hold in place.
The have plastic hooks. You can find them usually with Christmas lights. Work great
3m outdoor hooks and small zip ties do the trick for me!
attach the lights to the eaves trough using plastic clips (look like large clothes pins) they can be purchased at most hardware/home building stores
I used clothes pins!! worked perfect!
If you don't want them year round, simply tie on the porch rail with same color cording. Allow to droop between ties. I bought shrub coverage lights after Christmas last year and they look like a multi colored rainbow.
