Where are you putting the lights? Under cabinets?
I'd try E6000
I would not permanently glue the lights just in case you need to change them. Use the stick on hooks which are readily available at the hardware store and come in all sizes. There are small hooks for stringing electrical wires.
If it is not going to be visible try sticky Velcro.

The supplied hooks or command hooks would be better. If permanently glued damage can occur when you decide to change things around. Damage to the lights will most likely destroy and if it's the walls you would have to repair them. Easier to touch up or hide a few holes than repair the wall. Since you plan to put them around base of wall there is a U shaped type of staple or brad that will fit around the rope to hold it to wall. Take time so you don't puncture the wires.
