Can you put new wallpaper over wallpaper that has been painted?

Yes, as long as the original wallpaper/paint doesn't have a texture that will come through onto the new wallpaper.Helpful Reply -

You can but it would probably bubble and look awful. You need to strip it down and off. Hair dryer helps to take it off and makes removal easier.Helpful Reply -

My answer is no! You're talking about 3 layers of coverings for a wall. Your best bet for time an expense, is to start fresh. If you remove the wallpaper it's not that hard to remove. If you cover it again, with wall paper, it's not going to be a smooth surface. It might come undone due to the weight. Removing the wallpaper is easy. Start with a paint tray, filled with warm-hot water. Buy a long pole that you put a paint roller on the end. Roll the roller in the water, and roll the wall paper, from the bottom up. Next use a large putty knife to scrape the wallpaper off the wall. Repeat, and when you finish, scrub the walls to remove the glue. When it's completely dry, you can then put your wall paper on a smooth surface. If you want to change the room, your going to have to take everything down anyway.Helpful Reply -

It is not recommended. Applying the second layer of wallpaper will put moisture on the old wallpaper and possibly dissolve the old wallpaper glue, causing it to peel. Then you will have a major mess. Take time and remove the old wallpaper and prep your walls just like you would for a wall that has never been papered.Helpful Reply -
