Realistically I do not think it work work.How about painting?
We are having this same problem my husband said NO so his solution was to remove the sheet rock and all behind the tile and replace the sheet rock. We took the sheet rock off because everything we tired to get the tile off with took the facing off of the sheet rock It turned into a really big job Good luck with yours
You can put wallpaper over tile but it will not look as good as without the tile. I have seen it done where it turned out quite well. The trick is to get the tile as smooth as possible. You need to apply surface leveler to the tile to make sure all the grout lines are as smooth as the rest of the surface. Then ideally, you'll want to install lining paper. After that you should be able to wallpaper without issue.
Wall paper is big now.... there is a wall paper that you peel off the backing and apply to the wall... when you get tired of it just peel it right off. Super easy and fun.

I agree with Flutterfalls about making them even before you can add wallpaper. I'd also scuff the tile to remove some of the shine. I'd ask about using lining paper instead of just wallpaper primer because if the lining paper doesn't stick, the wallpaper won't either. Just a thought.
