It's basically just a matter of dipping them in chalk paint, which gives you a matte clay look. Then you can spray them with a glossy sealer, something like DecoArt Plastercraft Acrylic Gloss or Modpodge Gloss Acrylic Sealer, to give them a glossy china look. If you don't want a color change, try using mod podge. You'll have to do several very thin coats so the petals don't droop. Then seal as above.
