Plastic bottles with sharp serrated knife works well or Craft Knife! Glass is a different matter. It has to be scored with a Glass cutter, and knocked, just at the right point. Practice makes perfect..........

if you cut bottles frequently, consider purchasing a good bottle cutting tool. After testing out several, I find that the "creators bottle cutter" is the best on the market. I use the hot and cold bath method to break the bottle at the score line. First plunge the bottle in hot water that has been simmering on the stove. keep it in the hot water for 20-30 seconds, depending on the thickness of the glass. Then immediately plunge in a container of ice water, making sure that you cover the score line. As long as you have made a precise score line, the bottle should neatly break apart. Allow to dry and then sand the cut for safety's sake.
For plastic bottles, measure matk with a pen, then use a sharp Xacto knife. Be careful.
