The picture I included is using a picture frame and building a box with shelves for a display. Shot glasses would look great on something like this! Clever use of repurposed materials!
A wall-hung display case would be nice.

Personally I prefer an enclosed book shelf or curio cabinet. The glass doors are a must since I heat with wood and have pets. That combo makes for a lot of dust and pet hair flying thru the air. That would keep then cleaner longer and little hands or paws off of them.
But if you don't settle on something with doors consider a very low lip that runs across the front of each shelf. That gives the shot glasses more stability so they won't fall off if bumped.

I made a mobile out of a collection our son had. Used a large metal circle and hung smaller circles from that and then hung the glasses on various lengths of fishing line. I covered the opening of the glasses with the bottom from water bottles and used a hook to attach the fishing line. They were beautiful and didn't collect dust inside.
