Pine tar is crazy sticky. I'd try goo-gone and I'm guessing you'll need to scrub it a bit too. Then wash with a dish soap to remove the chemical smell and make sure it's not flammable.

Here's how:
1. Preheat the oven to 200º. Line a a cookie sheet with foil. ...
2. Bake in the oven for 20 minutes.
3. Remove from the oven and take them outside to cool.
4. Repeat using the same foil for as many cones as you have. The house will smell wonderfully of musky pine!
you have to bake them at a low temperature
Try some acetone from the hardware store. It shouldn't take but a little agitation in the pure acetone (a gallon is about $12-$14) for the goo to come off then have another soapy bath and then a rinse bath for your cones. It is the same thing as fingernail police remover. I'm not positive about this, but I have used this to get other tar-like goo off.
