Hi there Manee. We've tried so many different ways but the safest and most reliable proved to be using a dremel and a diamond cutting wheel. This article explains how to do it - https://www.ehow.com/how_6619733_cut-glass-bottles-dremel.html
order a bottle cutter online. There are pretty inexpensive. Amazon has them for about $22.
Tie string around the bottle where you want it cut. Set the string on fire and let it burn out. Immediately place it in ice cold water and tap it. It should break apart. Sand the edges smooth.
