Depending on how much use and abuse the shelf would get, you could use quickcrete mortar mix. I’ve used it to make garden items (like flower pots) look like concrete. I mix it a little on the thick side so it holds in place more easily, but it’s a fairly straightforward and easy project.
You can actually put a thin coat of a concrete product called Feather Finish. This concrete is really thin and bonds to any surface well. I did this on a breakfast table in order to match my concrete stained floors in my house. It turned out great and the concrete finish is really strong.
