If you were not absolutely set on a vertical arrangement, I would suggest that you first mount a floating shelf on the wall. The hardware on a floating shelf is hidden which gives the shelf a more streamlined neater look, and mounted on the 2x4's, it would be sturdy enough to withstand the weight of the plates.
Then instead of mounting individual plates with individual hooks, resulting in many holes in the wall, you could display the plates on the shelf. It would be easier to rotate your choices according to seasons, and would give the collection a more cohesive look. If you were still concerned that the plates might slip forward, then a tiny piece of edging could be secured to the top front of the shelf.
Hobby Lobby carries individual plate holders that grip the plate in four places and have a place to hang on a nail or hook.
