Is it safe to decorate a lamp shade with a sweater?

They use a sweater material now wouldn’t that burn the material as it gets hot ?

Not at all. The bulb gets hot but not the shade. Otherwise the shade would burn also.
Make sure you use an LED bulb to reduce heat. These work well: https://amzn.to/2Sk6aOV
I agree with Jeremy! LED bulbs are the safest option.
