i tried to use wax to put the beads on but it pealed off. Combine wax with Elmer’s glue? Suggestions?

I would not combine the wax with glue. Elmer's is water soluable, so it may not be the best choice for this project. 3 in 1 glue or E6000 may be a better choice.
A lot of bead artists use bees wax to attach the beads to the skull.

Depends upon the material of the skull. With adhesives, you have to apply the beads quickly and dry with a heating tool. However, it doesn't always work, especially on round surfaces. If the skull is foam, I recommend using pins.
