You can cut the material generously to cover the top and staple underneath. After you cut the material, use fray check to prevent raveling on the edges.
Darlene, are you talking about removable chair pads? You could use Stitch Witchery. It's a washable tape that you iron on. Any place that sells sewing supplies would carry it.
You can also close the hemmed overlapping points with velcro, so you can later remove for cleaning.
