You could crisscross ribbon angled on the frame, then stick the pics under the ribbon so that you can change them easily. Something like this:

Im not quite sure I understand “burlap stuffed”. Do you mean the frame is burlap or the interior is burlap lined? If the second, I would first make good quality copies, mount to a thin cardboard (like cereal boxes) and then attach to your frame. Use double sided adhesive tape guns scrapbookers use to mount the photos.

I agree with laura- t pins would be my best guess without seeing the frame.
